I wanted to restrict the change Approval or status changes when the conflicts detected..Please suggest .

As configured by ServiceNow, the change management app doesn't stop a change from proceeding if there are conflicts. You would need to build this.

 

There are many different processes that customers use to resolve conflicts. Some prohibit any CR from proceeding with conflicts, while others just require more or different approvals if there are conflicts.
