isInSchedule() returning incorrect results

I have a change freeze schedule starting 28th March-2nd April and the timezone is Australia/Sydney. I have created a change request with the start and end date as 27th March. The change 

Now isInSchedule is returning true. This is giving unexpected results as it should return false because the change dates are one day before the freeze.

I have tried this as well, But still getting the same result.

sched.isInSchedule(end_date,"Australia/Sydney")
