ITIL User not able to see inactive users in list collector

Hi all, i have situation in a catalog item in which a manager raises a request to remove users from DL when they are leaving company. Users were active while raising this RITM in sys_user table, so they were able to add list of users into list collector. But after 2 to 3 days user is getting inactive from some other integration. So the issue is, when an ITIL service desk user opens that RITM, list collector is showing empty, not able to see any users... but as an admin i can see. So any idea like what is restricting the ITIL user to see inactive users in that list collector.?

ITIL users may not have access to the Inactive users. You need to give read ACL access to itil user

Thanks for the response. You mean, should I create a custom read ACL on sys_user giving ITIL role in it?
