Is it possible customize the related search of the incident to see all language articles for specific group and the same behavior for esc portal, native ui contextual search&SOW.

Additionally, specific group users needs access for all knowledge articles

No. Search is based on localization. 

It's also a weird requirement. A knowledge article is written in different languages for the purpose of being available in a language the user understands. A German user isn't really helped by getting a Korean article.
