I am trying to create Log URL to Short URL(Tiny) but in the processor new option is not showing.
Some of the persons suggested this
If you do not see the new button, modify the create ACL by activating the Admin override option
Any one explain me step by step.

Thanks for sharing the link and the screenshot.
As you can see in the link you shared, processor is a deprecated feature, and it may not be advisable to create a new processor record.
As for activating the Admin Override option, you need to elevate your privileges using the security_admin role.
Then you need to go the Processor [sys_processor] table configuration page and scroll down to the Access Controls related list.
Select the one for create operation and check the Admin overrides box.
Once you have activated this, you should be able to see the New button on the Processor list view.

I am not sure if I understood your question correctly. Could you please share what you're seeing on your end with respect to the new option not showing?
In general, Tiny URL support is enabled by default in the SN platform via the glide.use_tiny_urls system property.
