On call rota - relay/round robin the requested item notification

Hello ServiceNow Community,
I manage a team of people who answer parliamentary questions, freedom of information requests and ministerial briefings.
Some days we have many requests and some days it is all quiet! 🙂
The team and are thinking it would be better to organise our rota rather than daily basis but on a relay basis.
In terms of relay, when a requested item comes in, the first person on the rota is notified of the item, assigns it to themselves and then the next person is notified that they are next in the rota. We would like to do this by notification rather than automatic assignment.
This would need to be tied into a calendar, and the team would need to be able to put in their holidays etc.
Is this possible in ServiceNow? By the way, I am very new to ServiceNow.
