OOB Data Policy is restricting the functionality of Cancel & Mark as Duplicate from context menu

Hi All,
Any help would be appreciated. Scenario is I have made the OOB cancel and Mark As Duplicate buttons in the context menu. When Iam trying to 'Cancel' the record in New state, or even if its 'Mark As Duplicate' selected, its restricted by an OOB Datapolicy which is making the Assigned to field mandatory. As a result I can neither perform the cancel or the mark as duplicate action. If I make changes in the Data policy, Iam losing the assigned to mandatory which comes as a pop up. How to achieve this functionality.

Hi Sandeep,
Thank you for the reply. If I change the conditions of the Data Policy, the assigned to field will become non mandatory. As of now OOB functionality is if the record is moved to Assess, a pop up window will be displayed with assigned to field as mandatory. So if I make any changes to the data policy I will lose this functionality. So, in a nutshell, how to make cancel and mark as duplicate work without disturbing the data policy is what iam trying for.
