Dynamic translation plugin (paid) and some dependent plugins: IBM Watson Translator Service Spoke (paid) erviceNow Language Detection Service Spoke (paid), Microsoft Azure Translator Service Spoke (paid).

According to the picture 6th point says Dynamic translation is included then isn't that the case where the plugins related to dynamic translation should also be included?

Depends on which version your in , i belive it must be part of your pack... contact your account manager to see if they can exclusively enable this for you. Its a part of package...
