Remove Middle Finger emoji

I have a requirement to sanitize (or outright disable entirely) the emoji options the end user has on display. Is there a way to remove certain/all emojis from the user side? 

I've got it turned off on the agent side just fine but this being an option is an issue with our clients

Unfortunately, this option is not given for us to disable some of icon.
