Second line of approval changes to No longer required in standard change proposal.

For Standard Change proposal, the ask was to have 2 level of approval.

1. Assignment Group

2. Change management
Second level of approval is triggered once the change manager approval is approved.

Once any user approves from the change manager group, other approvals are marked as No longer required, which is fine. Then comes the second level of approval which immediately gets marked as no longer required which shouldn't be the case.

I have also added the timer of 5 seconds in the FLOW before triggering the second level of approval still the issue persists.

What is the solution for this ?

Thanks for reply but my use case is different and is related to flow not workflow.
Use case is we have to send approval to assignment group first and if approved then to change management group second approval.
I have achieved it by coping the OOTB flow and adding a first line of approval to current assignment group.
the issue I am facing is when the first line of approval is approved the second line of approvals (change management team) automatically sets to No longer required and set state to close for the standard change proposal form.
