Stop processing detected after executing script: is not executed, inbound action keeps creating new

Hello Team,
I have an inbound action, which was working perfectly fine before the upgrade, now it's not stop processing when the conditions are met, it keeps creating a new case and this trigger is there in the inbound action multiple times.
Stop process is not executed at all, it keeps creating Case, Please help me to resolve the issue.

It looks like your case(s) are being created by an inbound email flow, not a script. Did the upgrade bring you new inbound email flows or activated previously deactivated ones? Inbound email flows are executed before inbound actions.

@Mark Manders No I dont have any active inbound email flow, its all deactivated.
