Testing the Data Certification Data Filter

Hello all,

    I am attempting to configure and test "Data Certification".  I am attempting to look at the pre-approved Standard Change records and recertify them on an annual basis.  I created a pre-approved Standard Change and pointed the Certification Filter directly to that record number only.  Then went into the Certification Schedule and Executed it on demand but no Certification Tasks are being created.  What am I missing?
