three leve Approval issue

in flow designer i created three level approval with three different group  but one user is same in all the group So thing is that if in first ask to approval that user approve or reject the request then in second group approval it shows no longer required for that particular user in approval.

I think this may have to do with how you are configuring your Ask for Approval actions. Would you be able to provide screenshots with them expanded? 

As it is now, it makes sense that it would skip the user approving or rejecting again as there is already an approval record from that user associated to the record. 

If your Ask for Approval actions are configured to only need approval from a single user, then maybe it is seeing that the user has already done the activity. Have you tried configuring the Ask for Approval action to need approvals from more than a single user?
