Trying to create an Normal change but it is redirecting me to Expedited change

Hi All,

My user is trying to create normal change but when he is requesting for approvals he is getting a popup message that the change does not meet requirements and changing for Expedited change. I have checked his roles, tried created a sample change in non-prod environment but I can't see any difference. 

Can anyone please help me. Attached Pop-up message for reference.

That is something custom (not functionality available OOB).

If the pop-up appears after selecting save/update then I'd check for a client script that runs onSubmit
