What is the exact usage of 'Change Task Template'?

I have gone through many article but not getting the purpose of 'Change Task Template' in related list of Standard Change Proposal.
We can create it when state of Standard Change Proposal is New,

but don't know when and how it used.

It does exactly what you expect: it fills fields on the change task that is created when the standard change is requested.

A change task is used to resolve the change. Not sure how it can be unclear what it is used for.
