I don't have an option to create an article like my colleague has. I have to request some role/ it will be allowed at certain level?

Not all registered users can create articles in the ServiceNow Community. Regular members can ask questions and post answers, but article/blog publishing is typically limited to users with special recognition such as MVPs, Rising Stars, Thought Leaders, and ServiceNow employees.
These permissions are granted based on your contribution level and community recognition. As you participate more — answering questions, receiving likes, earning badges — your permissions may expand over time.
So to answer your question directly: yes, there is a level/role requirement. You can't request the role explicitly, but you earn it through active community contribution. Your colleague likely has one of those recognized roles (MVP, Rising Star, etc.) or is a ServiceNow employee.
In the meantime, you can still share knowledge by posting detailed answers in the Q&A forums.

Only rising stars and MVPs can create articles in the ServiceNow community.

"Who can create an article
While all community members can ask questions and post comments, only certain users can create an article. Those users are MVPs, Rising Stars, Thought Leaders, and Employees. If you would like to write blogs and/or articles as a Thought Leader, please email us at community@servicenow.com."
