Advance work assignment Queue routing preference

Hi

I have created a queue for and added 2 assignment eligibility .One is eligible at 0 other is eligible at 30.

When both agents are available, I am expecting the chat getting routed to the first assignment group (where eligible at 0) but it is getting routed to the second group.

Is this expected behaviour or can we change this?How can we set the preference

There is a module called ''Matching Rule'' From where you can set the preferences to configure AWA.
