Any idea why I seem unable to adjust VA branding?

Hi, would anyone might have some insight into why I seem to be getting greyed out fields when trying to adjust the branding for VA?
We're on Vancouver, and I don't seem to have this issue in prod - but on our dev instance, (where I appear to have the exact same roles), the exact same fields show greyed out - am I missing something here?

Try elevated roles in dev and see if you have a portal or SP Admin role to elevate to. Then check the CI Admin experience branding configuration

The only role I have available to elevate to is security_admin, and that doesn't appear to affect the branding config unfortunately. Thankfully, I was able to work around this by opening the branding table directly and making modification to the target record there.. - it just seems a bit strange that the the ACLs/etc elsewhere in the platform don't seem to have any issues with my privileges for that data, but yet everything is greyed out in the CI settings page.
