So I did some thinking, tried to reproduce, and...
If I try this on a clean New York instance, than the I18N Internationalization plugin (com.glide.i18n) is not active. If you activate this + the UI Message as mentioned... working!

Hi Mark,
Yes I can see only one UI message with key "End conversation" in our instance.
I cleared Cache aswell..
oops not working...

Looks oke.
I do see the Key of the UI Message is not as out-of-the-box. Maybe a strange character or something in it? Or is it only the capital difference (capitals should not matter).
Can you enable the I18N Debugging? And see if a Prefix is shown on the End Conversation and which (should be MSG, UI Messages).
