Is NLU Service Disabled on Developer Instances?

Hi all,
I'm trying to test out the Virtual Agent and NLU Service features on my developer instance but running into an issue. I have upgraded my instance to Vancouver and enabled the Virtual Agent service. However, when I navigate to the NLU models configuration page and try to create an Intent, I get an error message that says:
"Some features may not be available because the connection to NLU Service is not available. Please try again after sometime, if the issue persists log an issue with Support"
This doesn't seem to be temporary as it's been saying that for a week. Is there something I need to do to enable the NLU Service?

Machine Learning services, like NLU, are not available in PDIs. NowLearning has some on-demand courses for information around NLU: https://nowlearning.servicenow.com/lxp/en/pages/lxp-search?id=search&q=NLU&spa=1

Hi @jschaenzle also I noticed that microcertfication simulator instances have NLU modules installed, they have to to be able to complete the NLU exercise in virtual agent. Here is the link to the certification that I used to get an instance with NLU

How come this change was made? NLU has been available in PDI's for years, until very recently.

Unfortunately No!!
Keyword-based conversations: Virtual Agent Lite only supports keyword-based conversations. Natural Language Understanding (NLU) models and NLU-enabled topics aren't supported. This means that related NLU features, such as topic switching and multi-language NLU models, are also not supported.
