Modify options in VA when no results found

We have Virtual Agent with Now Assist setup and working in our instance. When we provide it with a query that it doesn't understand or cannot answer, it replies with the following message "Unfortunately, there is not enough information available to address this query completely. Assistance can be provided on other topics if needed." with options to "Search for more results" or "End this chat" (See screenshot below). We want to modify the options on this but so far, I cannot determine a topic or anything else that I can edit which would let me make this change.

 

I have already updated the fallback topic with a custom version that does what we want but unfortunately that didn't solve this. We're good with the current message and just want to change the options.
