Virtual Agent API - Agent initiated conversation

I am writing a connector between an external chat connector (Avaya AxP) and Service Now. The use case is that a Service Now agent initiates a chat and that is sent to the Avaya AxP agent via the custom connector I'm writing.

 

I have a sandbox version of Service Now which does not give me access to the VA API, which is a problem I will have to resolve at some point. My question, however, is how would a Service Now agent initiate a chat conversation and what API messages would it send out to my connector?
