Hi,
Navigate to "Conversational Interface"--> "Virtual Agent"--> Designer --> Open the topics which are not visible to others such as "where can i find the payslips" or "what benefits am i entitled to" or "end off time"
Once the topic is opened, Under properties --> Advanced properties, check and changes the roles and categories as per the requirement.
If my answer has helped with your question, please mark my answer as accepted solution and give a thumb up.

The topic is in public and it is visible to everyone under "show me more" but it is not visible in promoted topics i.e. in landing page to other users

Why use the restriction settings if the topic is to be visible to everyone? My topics that anyone can see look like this.

@ritu_saluja - are you sure it's using the conversational experience you expect? It could be the conditions of your custom greetings and setup. I know the delivered HR ESC portal config conditions are set to catch everything. If your branding is the same for all your portals, it could be calling the wrong experience but look like the same.
