Flow design for catalog item

Please help to create a flow for below request

 

I have a basic flow configured for service Requests. The requestor submits a request through Service Catalog for a New azure service . The request enters the workflow and is routed to the Service Desk , Service desk enter a cost for the service which is variable populating on RITM level and send request to requestor manager for approval , if the request is approved requestor manager wants to send back to Service desk manager for 2nd level  approval.
if requestor manager denied the request get closed completed and sends a notification.

What have you attempted so far and where is it breaking?

I'm stuck how I can send request (ritm) back to requestor manager for approval?
