New error in Workflow Studio: User does not have access to Action instance

I had a Subflow from pre-Washingron DC which I'm trying to edit in Workflow Studio in Whashington DC, and it won't save. It's giving me an error "User does not have access to Action instance: '134584b8db955b00bea7ff561d961908'". I'm an admin on the platform (and it's a sub-prod instance). I have successfully edited and saved flows in Workflow Studio prior to this, but this particular flow appears not to want to save.
Any thoughts?

I had the same issue. The error started when I was uploading my update set for the Washington DC version. Some flows were giving an error due to a missing action. When I tried to replace the action with a new one, the flow showed the error "User does not have access to the action instance". In my case, I had many subflows. I had to resolve the lowest node first and then resolve the immediate parent. Always changing the flows from bottom to top. As I resolved the child subflow, the parent stopped showing an error on save.
