No,Iam unable to see the publish or test or activate.

Something appears to be wrong. You should be able to see a board view or a diagram view of your playbook, and not this core UI view. If you close out this tab and attempt to reopen the same playbook from Workflow Studio, do you continue to see this core UI view?
