please log in to your profile in Developer site and change role as per suggested in the link above.

Navigate and login to https://developer.servicenow.com

Searcg theSelect "Change of user role" and add an Admin to it and try again.

I had the same problem and used your recommendation - "Change of user role" and added an Admin.  My instance comes up fine now with no issues. Thanks!
