I got your point. However , the idea is not consumption but to provide the information about service and offerings one place. Like a Menu card.

Greetings!!
When we say menu card, means, I want my user to order something from menu card, and if this case, then we can create Catalog item based on our Services and and show them in catalog so that my IT user can use this.
Regarding Target communication, this is used to send email to users mainly.
I am happy, if need connect 1-1.

Hi Siddharth, can you be more specific with your question? Are you talking about a) users who do not have active user accounts or b) users that have a login but no roles?
What is your use case for exposing the information to those users? Is it auditing or compliance requirements or use for reporting in another system?

Sure. We have our services and offerings as IT and digital products. We offer them to our business consumers and IT consumers. Not everyone has an account in service now. The idea is to share the offers and some of it's specific information to the IT and Business consumers. This is like selling your offerings and giving them the information about it , thereby making them aware of the technologies which are available in house and can be ordered internally. In short , we want our portfolio to be more consumer centric. I hope this explanation helps.

This is a great use case for Targeted Communications. You can send communications to both internal and external customers. You do have to keep track of the consumers you care about in the Consumer [csm_consumer] table, but as long as you don't put them into the Consumer User [csm_consumer_user] table they don't get access to ServiceNow.
If you don't have CSM then there may be licensing issues with using ServiceNow to communicate to users that don't have access to the instance - I'd double-check with your account rep if you are unsure.
