There's an existing Business Rule table that automatically hides deactivated users from anyone without specific roles like admin, user_admin, or inactive_user_visibility. Since our change requesters/assignees don't carry those roles, once a user gets deactivated, they can no longer see that person referenced on their own changes.
We need to add the inactive_user_visibility role so anyone who already works Changes automatically gets visibility into deactivated users referenced on their changes.
we cannot give the required roles what will be the best practice/workaround for the users to close these changes.
