When changing CI to the Config item in a RITM, the actual CI is being updated in the assigned to field with the requested for details, after deactivating the business rule called 'Assign from Stock', issue is not happening
If I deactivate the Assign from Stock business rule, is there any other impact except assigned to issue

It is recommended to not touch the OOB business rules. If there is a genuine business objective which is impacted due to this, it is better to first explore solutions related to a change in the CMDB process or governance (E.g. Having a process in place where CI class owners periodically review key attributes of their respective CI classes. Data certification feature can be used for this)
