Change template with multiple change tasks and CI's

If we have a change created that will happen every month and has multiple CI's and change tasks, is it possible to convert this into a template? Trying to find a way besides copying a change.

Unfortunately, we can add only 1 CI on the change template and the rest need to be copied.

in terms of 1 CI would this be for the affected CI field or the affected CI related list or both?

also would copying be the only other option

In template we can add only one CI, as showed above.

In templates we don't have Affected CI Related List.

Curious if flow designer could or is everyone restricted to copying?
