Voucher based exam schedule is now the legacy thing, which don't exist. New vendor has come in the picture from 18th November. Inside the ServiceNow University you can schedule your exam.
Once you complete all prerequisites, you automatically gets an email to register and pay for the exam.
As of now exam is not free for non-partner company.
You need to register for it like below:
