How can CMDB be used to monitor the quality and completeness of a data file that is being passed through a process?  This is data observability and CMDB appears to be monitoring hardware/software.  Can it be used to monitor data?

If you have the data in the system, you can monitor it. CMDB records are just that: records. And the information of the CI is put on that record and with that monitored (on any changes). 

If you create a record for the data files and put the attributes you want to monitor on that record, you can also monitor it.
