Imagine we have 5000 server in serviceNow with different attributes (Name , Vendor , Manufacture , Used for , Operational Status), we want to make a periodic check if those attributes are correctly filled. so on Monthly basis Snow will province a samples of 50 randomly extracted to excel file and sent to one checker email.

I didn't get why you wish to send random records as excel. what business purpose will it solve?
you can automate this and leverage scheduled reports feature
1) create a report based on your table and filter condition which you want to show
2) create a scheduled report and link it with above report, define when it has to send (interval etc) and to whom it has to be sent (group, user etc) and of what type
