Hi All,
Server ci must be entered as manual before discovery at customer request.
IRE should operate exactly when discovering later.
The customer does not manage the serial number for the server, and the hostname may be duplicated.
Because the ip address is unique, IRE should operate based on the ip address.
Attached is the IRE photo I made.
Is there no problem if I do this?

IP address should never be used as an identifier as it can change for the same device during its lifetime. You can check my following article in which I have covered best practices for Identification rules:
