IP Address class: "Owned By Configuration Item" attribute vs. Dependent relationship

Hi -
Out of the box, the IP Address class (cmdb_ci_ip_address) comes with a Owns::Owned by dependent relationship with Hardware and a few other classes. I understand IRE uses it to assess uniqueness of an IP address.
However the same IP Address class also has an attribute called Owned By Configuration Item (owned_by_cmdb_ci) that seems to serve the same purpose, although not used in any of the baseline identification rule.
Are those two things here to support the same use case? Is one better than the other and if so why? Would anyone know if one is meant to supersede the other?
Looking forward to hearing your thoughts on that.

IRE rules will help prevent dupes, validate the required attributes per CI and also checked the relationship between CI. Once the relationships are set, the dependency view will display a visual mapping using those relationship.

I have similar issue, could you please help me with the relation between Website (owned_by_configuration_item) & IP address.
