Predictive intelligence Classification model isnt assigning groups

So I am working in a Dev environment and have been able to create, narrow down my fields, and train my classification model to auto assign groups to incoming tickets. However, when I got to test it, the model doesnt seem to be working or at least the function of the model isnt working. I moved the model to an update set and made it the current update set Im working in and when I got to create a ticket and see if it will assign it properly nothing happens. I made sure that the model works when I got to solutions > test solution and that works there but not when Im creating an incident. Is there something Im missing here?
