Unable to see diagram action option

My current instance is in Xanadu release. I am trying to create custom shape in my PDI in enterprise modelling and visualisation in Enterprise Architecture Workspace however unable to see "diagram action" option to create it.

ServiceNow Product docs shows the steps to create diagram action however unable to see it in my instance as shown in attached screenshots.

As per screenshot of docs there is role mentioned on top can you explicitly add to your profile and see if its visible.

Same has been recommended by Atul.

Yes it is.. I have cleared cache as well. Still it is same
