CSDM Service Mapping Table - is this new?

Does anyone have any clue what this new table is? And why isn't it auto-populated from relationships

Good day Sa_Ra,

By the look of it it is able to relate a non-IT service to an IT service, eg:
An HR Service 'Employee Onboarding' might depend on an IT Service Offering 'End user Compute'.

I haven't seen it before, and was not aware of this. 
Background probably is that HR Services are defined in another construct than IT Services.

It's part of Service Portfolio Management.
