Are you using OUTAGE [cmdb_ci_outage] today?
If yes, are you tagging the CI or Service or Service Offering on the Outage form?
I am looking for best practices to leverage the actual purpose of Outage concept in ServiceNow

I reckon you can, but it is my understanding that if you want to 100% leverage the Service Level Commitment features (availability or SLA based mostly), it has to be associated with a Service Offering. See the screenshot from a Service Commitment record:
Note that in order to do Service Offering, SLA based commitment, you need to install the Service Portfolio Management SLA Commitments plugin (it's free). This will add another option called "SLA" to your Service Commitment type. In the screenshot below, we can see that the "SLA" type is missing; this is because on that instance the plugin is NOT installed:

Hi all,
you can use it as well on a welcome page on opening virtual agent.
As the logged on user might be Subscribed to a number of Service Offerings, you can give a message that some of your Subscribed Service Offerings have an outage. So it can be used for communication.
Main function is indeed availability commitments on Service Offerings.
