Is it a best Practice to create Technical service offerings as child to Business service offerings,

if yes, then please guide how we can create, because "Parent" is referenced to service table. 

If not, then what are the consequences?

No, it is best practice according to CSDM framework and from my perspective, to state that the business service offering depends on a technical service offering.

Hi Piyush, 

the easiest is to enable Digital Portfolio Management and use the Service Builder for this administration:

Service Builder:

within a Service Offering you have an Operations section that includes relationships. The selected technical offerings will result in a cmdb_rel_ci record. (business offering depends on technical offering)
