In the list preview, when i click on the button from the incident list, the list preview is opened and showing the details in read only. I need to make the field on hold reason visible only when the state is on hold. I tried UI policy, but it is not working, i think the fields all are in read only state, that may be the reason, i have also tried client script, but that also now working. Is there any way for doing that

you cannot show/hide the fields on the popup view based on some condition. so that's not possible.
Client scripts or UI policies are not applicable there.
Also by default all fields are read-only in the popup view. that is platform OOB behavior.
