Yes I was impersonated as PU, not SA
I could solve the issue by removing and redoing the task.
This time I made sure to first submit the issue, then only afterwards, I added the visible comment for user
Initially I had added the comment in the same operation.
Just as a hint ...

It seems you need to submit the Incident before adding a comment. Once its been submitted go back into the Incident and add the comment

You need to create the incident as a PU, create and submit the incident, save it.

If the test doesn't start with "impersonate a user"
...don't impersonate the user.
