how to set the list and filters task

Set the field, operator(filter/condition), and value choice lists to the following: 

State | is not | Closed AND
Assignment Group | is not empty AND
Assigned to | is not empty

You can create a new module with default filter condition.

Here is the steps to add new module under Service Desk.

Click Edit Application icon.

Click "New" button.

Select the table and set condition as you mentioned.

Then you can add new module with default filter condition.
