Change Form "out the box"

Could someone kindly point me in the right direction, please?

What i'm ideally looking for is to be able to open up and work through a Change Record in my PDI (or frankly any other accessible sandbox) to create training videos on "how to do xxxx".

I have a dev instance in Yokohama, do I need to build the Change Record and release it or is there an "out the box" CR template I could use for this purpose, please?

Yeah, this is the weird thing.  So, i'm not part of any company, i've signed up to learn the tech but it's literally just me!  So there shouldn't be any other users!  If I click on CU then nothing happens, nothing opens, just literally no response.

Do you think there's a problem with how the PDI has been setup?  Maybe I should request a new one and start again?

I think i've got it - CU is Creative User (I think), I was in Low Code No Code mode, i've changed it to Admin and it looks like how I was expecting!!

This is the UI i'm referring to, is it possible to get here?

Also, just to clarify, this screenshot is one I grabbed off of Google!  It's not specifically the page I want, but it is the general UI screen that i'm wanting (if that makes sense).
