Right, I think I get it now.
You will need to modify the chrome_tab UX Page property.
This can be done via:
- Navigate Now Experience Framework > Experiences
- Open the record where the Title is CSM/FSM Configurable Workspace
- In the UX Page Properties related list, open the chrome_tab record
- In the Value field, modify the JSON value to modify the new tab behaviour

if you are in the CSM Workspace and press the + then you will just get a new interaction. The menu field + case (see picture) is from a customer instance, but I don't know how to display that in ServiceNow.
