Is it possible to disable the knowledge article on knowledge base level. - Not sure whether its typo or not, Mark the knowledge article retired to move that out of knowledge base.
If your question is about disabling article rating then
I dont think we can control article rating availability/visibility on Knowledge Base level.
But we have properties to control it but that works for all.

Hello,
try to check it from form layout.
Go to configure-> form layout->rating
Do you want to hide it from service portal or backend view?

Hi
Even if this thread is already closed, I wanted to mention, that your question already has been put with exactly the same subject before:
There seems to be a possiblity to reach what you want to do, but it is not very comforable and you need to configure a lot.
You could put your users in special Roles, which you add per Portal. Then, put those Roles in the System Property, which controls the visibility.
This way, you can switch on/off the Rating per Portal.
It's a "workaround", but I guess it would work well.
Let me know if this may be on option for you and if that works well.
