How do you set up a Portal Widget to download a PDF on Click

I want to put a widget up on our portal so house our Customer Service Guide. So I want to put up an icon so that when the user clicks on it they will automatically get a PDF downloaded.
I created an Icon Link referring back to a KA with the attachment but I cannot isolate just the attachment, I am just getting the HTML body.
Any thoughts?
