How to change publish button to review button in knowledge article?

In the ServiceNow Knowledge Article when we create a new article and when the article is saved in the draft stage the Publish button appears at the top. But this Publish button works as a review button as the workflow of the article changes from draft to publish.
How can I configure this publish button to the review button?
And is there impact on another module due to the change?

The button may be called 'Publish' but the decision on whether to Publish the Knowledge Article instantly or to send it for review is actually dependent on the configuration of the Knowledge Base (i.e. the publish workflow defined there). So if you changed it from 'Publish' to 'Review', you could have a scenario where one Knowledge Base is set to instantly publish articles, and 'Review' would actually instantly publish an article. I would say this would cause more issues than what is experienced right now.
I would say the effort / potential headache down the road for changing a simple word here is not worth it. I would go down the route of educating your Knowledge Users instead. Explain to them what I have explained above, that the behaviour of the button is dependent on the configuration of the Knowledge Base itself.
