Inconsistent case viewing for case managers

Hello,
We're having an issue where most case managers/partners cannot view cases from related accounts.
I have User1 with only the permissions that come with being sn_customerservice.customer_case_manager. They are not only able to view their own cases, but also cases of related accounts.
User2 I created after the fact, gave the same permissions to and made sn_customerservice.customer_case_manager. I triple-checked their roles. They are the same as User1. However, User2 cannot see cases from related accounts.
What could I be missing?
